Fujian Fidelity Law Firm (referred to as “Fidelity”) was founded in 1989 and has more than 400 practicing lawyers. It is one of the leading, large-scale, professional, and comprehensive law firms in Fujian Province with strong capabilities and a large number of practicing lawyers. Fidelity Fuzhou Office (referred to as “Fidelity Fuzhou”) is an integral part of Fidelity. It has strong advantages in traditional practice areas such as bankruptcy restructuring and liquidation, finance and non-performing assets, mergers and acquisitions and capital markets, government legal services, dispute resolution, and intellectual property, as well as in emerging areas such as data compliance, biopharmaceuticals, cross-border investment, urban renewal, and real estate investment trusts (REITs).


In the area of bankruptcy restructuring and liquidation, Fidelity is a pioneer and leader in the field in Fujian Province. Managing Partner Lawyer Wang Ping serves as the President of the Fujian Bankruptcy Administrators Association, while Deputy Managing Partner and Fuzhou Office Director Lawyer Yang Shaoyong serves as the Chair of the Real Estate Enterprise Bankruptcy Professional Committee of the Fujian Bankruptcy Administrators Association. Fidelity Fuzhou is listed in the Fuzhou Intermediate People’s Court’s roster of bankruptcy administrators for corporate bankruptcy cases and serves as a social intermediary administrator. Lawyer Yang Shaoyong has successfully handled multiple major and complex bankruptcy cases, including: the first real estate enterprise restructuring case in Fujian Province (Zhangzhou Longwen District Guixi Real Estate Development Co., Ltd.); the largest real estate bankruptcy case in Fujian Province to date (Fujian Straits Cross-Strait Agricultural Products Logistics City Development Co., Ltd.); and the largest real estate enterprise bankruptcy case in Ningde City to date (Fujian Aotai Real Estate Co., Ltd., liquidation-to-restructuring case).


In the area of finance and non-performing assets, Senior Partner Lawyer Wu Zengming has provided high-quality legal services to numerous financial institutions, including China Construction Bank, Agricultural Bank of China, Bank of China, China CITIC Bank, China Minsheng Bank, Shanghai Pudong Development Bank, Ping An Bank, and financial asset management companies such as Orient AMC, Great Wall AMC, and Zheshang AMC. He is particularly skilled in resolving complex financial disputes and has extensive hands-on experience and coordination capabilities in the disposal of non-performing assets.


In mergers, acquisitions, and capital markets, Director Lawyer Yang Shaoyong serves as the legal advisor to large state-owned enterprises such as Xiamen ITG Holding Group Co., Ltd. (a Fortune Global 500 company) and Xiangyu Real Estate Group Co., Ltd. (a core member of Fortune Global 500 Xiamen Xiangyu Group). In government legal services, Fidelity Fuzhou serves as long-term or special legal counsel to multiple local governments, providing legal support for major policy decisions. (1) Part-time lawyer Ms. Hua Yan serves as a member of the Expert Database (Legal Affairs) of the Fujian Provincial Department of Natural Resources, Legal Advisor to Fuzhou University, Legal Counsel to the People’s Government of Ninghua County, and Mediator for the Quangang District Administrative Dispute Mediation Center in Quanzhou City. She has participated in the deliberation of numerous major decision-making matters and provided legal opinions for administrative decisions. (2) Fidelity Fuzhou actively undertakes local legislative projects, offering policy insights and recommendations. Ms. Hua Yan has served as the principal drafter for multiple local regulations, including the “Fuzhou Voluntary Service Regulations,” the “Fuzhou Public Places Smoking Control Regulations,” and the “Fujian Provincial Measures for the Shared Management of Digital Archives.” As a legislative consultant for the Fujian Provincial People’s Government, she participated in legal drafting and demonstration. (3) Part-time lawyer Mr. Yu Jingtao serves as a council member of the Administrative Law Research Association of the Fujian Law Society, a member of the Legal Counsel Think Tank of the Fuzhou Municipal Government, a member of the “Seventh Five-Year Plan” Legal Education Publicity Group, and a legislative consultation expert for the Quanzhou Municipal People’s Government. Since 2012, he has participated in drafting and revising various local laws and regulations, such as the “Fujian Urban Water Supply Regulations,” “Quanzhou Time-Honored Brand Promotion Measures,” “Fujian Administrative Enforcement Regulations,” “Land Administration Law,” and “Urban Real Estate Administration Law.” (4) Fidelity Fuzhou also provides long-term advisory services to various government agencies. Senior Partner Lawyer Yang Changqing has served as Legal Advisor for the 5th National Special Olympics Games, the 1st National Youth Games, and as long-term legal counsel to the Fujian Provincial Coal Mine Safety Supervision Bureau, Fujian Provincial Science and Technology Department, Fujian Provincial Sports Bureau and its affiliated entities, Fujian Disabled Persons’ Federation, Fujian Federation of Trade Unions, Fuzhou High-Tech Zone Administrative Committee, Fuzhou Municipal Bureau of Parks and Landscaping and its subordinate institutions, and the Jin’an District Environmental Ecology Bureau, receiving wide recognition.


In dispute resolution, Director Lawyer Yang Shaoyong represented Xiamen Yuanchang Real Estate Development Co., Ltd. in a contractual dispute case against Hainan Yuexin Group Co., Ltd. and a corporate loan dispute case, both of which were selected as Guiding Cases by the Supreme People’s Court in 2019. He also represented Xiamen Port Trade Co., Ltd. in a pledge contract dispute against Xiamen Wanjielong Group Co., Ltd., which became the first second-instance judicial appraisal case in Fujian Province, setting a judicial precedent. Senior Partners Lawyers Lu Yue’e and Lin Renrui have extensive experience in real estate and construction engineering litigation, handling dozens of major cases each year, including large-scale disputes exceeding hundreds of millions of RMB, such as the construction contract dispute between Fujian Zhangchenglong Construction Engineering Co., Ltd. and Fujian Zhongtian Hengji Real Estate Co., Ltd. In addition to civil and commercial litigation, Fidelity Fuzhou has achieved significant results in administrative litigation. In one case involving Fujian Thermal Power Co., Ltd. and a county government regarding an administrative agreement, Lawyer Hua Yan represented the defendant and successfully had a claim of nearly RMB 20 million dismissed. In another case between an environmental protection company and a county Housing and Urban-Rural Development Bureau, Lawyer Hua Yan represented the plaintiff, leading to a first-instance resolution and substantive dispute settlement, effectively safeguarding the client’s interests.


In the field of intellectual property, Lawyer and IP specialist Chi Chunyan has represented “aardman” series trademark administrative cases, covering the entire process from application and registration to opposition, invalidation, revocation, and administrative litigation up to the final appeal before the Beijing High People’s Court. Lawyer Chi also designed a comprehensive trademark protection plan for Shenzhen Hainabian Technology Co., Ltd. to address trademark squatting issues, successfully reclaiming trademark rights through non-contentious planning and resolving a long-standing problem. In addition, she has provided legal services to well-known companies such as Yongfu Co., Ltd. (listed company), Fujian First Construction Group Co., Ltd., and the Sha County Snacks Trade Association, gaining extensive experience in trademark and patent protection.
